JOB SUMMARY:

Performs duties collecting real estate valuation data and valuing residential property for the preparation of the tax roll for the Hillsborough County Property Appraiser (HCPA).

Work is performed under general supervision with limited latitude in the use of initiative and independent judgment based on professional education and previous experience.

ESSENTIAL FUNCTIONS:

  • Collects, records, and updates data related to real estate property location, size, use, purchase and market value
  • Plans, organizes, and prepares daily work activities by reviewing deeds and legal descriptions using the Clerk of the Circuit Court Information System (CRIS) and through the acquisition of property record cards, permits, and maps using the Computer Assisted Mass Appraisal System (CAMA)
  • Conducts in-office inspections to locate, list, and value real estate property as described by property owners or contained in blue prints, building permits, and/or aerial photos
  • Conducts real estate appraisal review, confirmation, and follow-up inspections
  • Measures building structures and vacant land; draws sketches to scale; identifies structural features and characteristics; records and correctly codes descriptive data using CAMA; ensures compliance with Florida's Department of Revenue requirements
  • Responds to property valuation inquiries from staff and the general public via phone calls, walk- ins, and chat system
  • Answers in-coming customer service calls and answers questions
  • Conducts field inspections and takes photos of property, as needed
  • Records information for real estate property valuation on prescribed forms and compiles and reviews various reports
  • Performs minor safety and operational checks of assigned vehicle
  • Performs other related duties as required

MINIMUM QUALIFICATIONS:

To qualify for this position, an individual would have a combination of education, certification, training, and/or experience equivalent to what is described below.

High school diploma or GED and five (5) years of experience as a private or governmental real estate appraiser and successful completion of the International Association of Assessing Officers (IAAO) Course 101 or the Licensed Residential Appraisal Course AB-I; OR high school diploma or GED and successful completion of the Appraiser Trainee Program and the International Association of Assessing Officers (IAAO) Course 101 or the Licensed Residential Appraisal Course AB-I; OR associate degree in a related field and three (3) years of experience as listed above; OR bachelor’s degree in a related field and one (1) year of experience as listed above

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

Special Qualifications (May be required depending on area of assignment):

  • Valid Florida Driver’s License
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
  • Other knowledge, skills, abilities, and credentials required for a specific position

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of state and county laws, ordinances, and regulations governing real estate review and evaluation
  • Knowledge of real estate property appraisal and construction principles, practices, methods and procedures
  • Knowledge of construction materials
  • Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation, and records
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department or organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
  • Ability to identify, evaluate and record structural features, construction methods and quality, and/or zoning, size, and use
  • Ability to identify and evaluate real estate property location, size, use, purchase, and market value
  • Ability to read and interpret maps, blueprints, plats and aerial photos
  • Ability to clearly communicate and understand information in English, both orally and in writing
  • Ability to manage multiple priorities to ensure that deadlines are met
  • Ability to correctly interpret and efficiently implement all applicable policies and procedures
  • Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing, and coordinating
  • Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds
